How appointed reviewers handle reports confidentially.

Reports are visible only to the owner, HR and any appointed confidential reviewers. Reviewers can message the reporter anonymously, see a confidential list of named people, record outcomes, and recognise the reporter - all without ever learning their identity.
Steps
- Open the review surface - Owner/HR use Safety; appointed reviewers get a Whistleblower review item. Access is enforced server-side.
- Review a report - Read the details and evidence, and the confidential "people involved" cards (those people are never notified).
- Reply and record outcomes - Message the reporter via their case code, set the status with a resolution note, and add a separate internal disciplinary note.
- Recognise the reporter - Optionally flag the report as recognised, which posts a confidential thank-you the reporter sees by case code.
Tips
- The disciplinary note is internal and is never shown to the reporter; the resolution note is.
- Keep the reviewer group small and trusted - they see confidential details.
